Bill 28 approved by Alberta Government

CFLA-FCAB joins the Coalition of Alberta Public Libraries (CAP) in their call for Alberta libraries to be consulted about anticipated regulatory changes that will result from the passing of Bill 28.

Alberta libraries were not consulted prior to the introduction of the new legislation despite repeated and proactive outreach. Libraries and library associations throughout Canada have joined their colleagues in calling on the Alberta Government to meet with Alberta libraries. CAP and the Board of CFLA-FCAB thank Canadian libraries and library organizations for their support and efforts.

CFLA-FCAB will work with CAP in the coming months and will advise member organizations when further support is needed from the Canadian library community outside Alberta. In the meantime, you can assist by amplifying social media posted by Alberta libraries.

The CFLA-FCAB is concerned by the Government of Alberta’s proposed amendments to the Libraries Act under Bill 28. We are in ongoing communication with our colleagues and member associations in Alberta, including the Coalition of Alberta Public Libraries (CAP Libraries), to offer support as needed.
 
The CFLA-FCAB issued this statement on May 1, 2026, calling on the Alberta government to withdraw all sections of Bill 28 that apply to the Libraries Act.
 
The Coalition of Alberta Public Libraries and other sector partners have released statements outlining their concerns. CFLA-FCAB supports their positions and encourages members and the broader community to review and amplify their messaging:
 
 
To support members and organizations wishing to engage on this issue, CFLA-FCAB developed a set of letter templates with the Coalition of Alberta Public Libraries in April 2026. When additional action is requested by CAP, CFLA-FCAB will provide new materials.
